Best cheap things to do in Gibraltar

Gibraltar is not cheap. Eating well costs UK prices, the Upper Rock ticket is £30. With the cable car closed for refurbishment, you have to walk up (free) or pay £35-50 for a taxi tour. But you can absolutely do a great day under £40 a head if you know what to skip.
